Greenville – Changes have been made to a proposed energy plant near Greenville. The City Council approved the changes to the Industrial District Agreement (IDA) with the Cobisa Corporation during a special session Monday afternoon. In short, the amendment postpones the date when the proposed project might be annexed into the city limits, sets up a Payment In Lieu of Taxes (PILOT) plan and alters the specifics for how much water the company would purchase from the City of Greenville for the plant. It also sets a deadline in the fall of next year for the project to begin.
