The Greenville City Council voted Tuesday to award a bid to a firm to design a project to rebuild a segment of Webb Street, but not before receiving words of caution from one local resident.
“How you design it will definitely affect the cost,” John Kelso told the Council during a public hearing, before the vote to grant the $89,804 contract to Cobb Fendley and Associates, Inc., for the design of the reconstruction of Webb Street from Sayle Street to Wesley Street.
The public hearing was conducted as a budget amendment iwas required for the payment of the funds.
Webb Street is needing to be rebuilt to help provide the city an additional east/west route between Joe Ramsey and Interstate 30, which also connects two major north/south thoroughfares. The project has been estimated at $1.22 million.
Kelso noted that Cobb Fendley agreed in their bid to provide two different designs for the project.
“Make sure the two plans they have are on or under budget,” Kelso said.
On May 11, voters approved the issuance of $12.6 million in bonds to pay for the reconstruction of nine local streets.
The bond proposition called for the rebuilding of Stonewall Street between Mockingbird Lane and Interstate 30, Sayle Street between Kari Lane and Interstate 30, and Webb Street between Sayle and Wesley Streets during the 2013-2014 fiscal year.
Approximately $3.57 million in bonds, to fund the first phase of the project, are expected to be issued in February 2014, although the Council has passed a resolution to allow the city to pay itself back from the bonds for those expenditures which are incurred before the bonds are issued
