Police to charge man in death of former city official

Sulphur Springs – Sulphur Springs police plan to charge 42-year-old David Winfred Watts with criminal negligent homicide following a Friday incident that killed a former city and school district employee.

Officials say Watts was the driver of the van that struck and killed Chuck Haverlah, who was riding his bicycle on College Street.

According to Sulphur Springs Police Chief Jim Bayuk, Watts was not wearing his eyeglasses at the time of the wreck, which is required by his driver's license.
