Residential development proposed for Josephine

Two planned residential developments near Josephine have new names and new proposed sizes.

The City of Josephine could become a very busy place.

There is a move underway to add a major residential subdivision just outside the community, which sits on the Hunt/Collin county line in far northwest Hunt County.

A classified advertisement in Tuesday’s Herald-Banner indicated that a group has given notice that it intends to apply to the 84th Texas Legislature for the introduction of a bill calling for the creation of the Collin-Hunt Counties Municipal Utility District No. 2.

A municipal utility district (MUD) is a tool developers can use to help pay for the establishment of infrastructure such as roads, as well as water and sewer lines, with bonds sold to pay off the debt incurred through the establishment of an ad valorem tax rate within the district.

In other words, the developers can sell bonds to raise the money for plumbing and roads in the district, and then institute a property tax on those living within the district to pay off the bonds.

The district is described as covering 776 acres in Collin and Hunt counties, including 16 tracts of land, located on or near FM 6 and approximately one mile east of FM Highway 1777.

Attorney Timothy Green is acting on behalf of the developers behind the plan to create the district.

“The land is owned by members of the D.R. Horton family,” Green said, referring to the large home building company.

Green said the property to be included under the MUD will be designated for single family residential development.

The next step will be to receive approval from lawmakers to propose the creation of the district. If so, then the creation of the district itself will be up to an election of voters who live within the boundaries of the district.

Green said that election could come as early as November, or during the May 2016 ballots.
