Royse City appoints former Commerce official

By Scott Harvey

Commerce, Royse City – Former Commerce City Manager Bill Shipp has landed another City Manager's position, this time in Royse City.

The job was initially offered to Lee Elliot, who declined. The Royse City City Council then named Shipp to the post, who accepted and began his duties last week.

Shipp retired last spring after serving as Commerce City Manager for five years. Prior to his time in Commerce, he served as assistant city manager for the City of Addison.

Shipp replaces former Royse City City Manager Karen Philippi, who was suspended from the position last year after the city found it would be dealing with a major budget shortfall. Since her suspension, the two-man-team of Larry Lott and Jason Day have been acting as City manager on an interim basis.
