What is 'Project Sprocket'?

The Hunt County Commissioners Court is expected Tuesday to discuss and possibly take action on a potentially new economic development project in Greenville.

The commissioners are scheduled to vote on “Project Sprocket” as part of Tuesday’s regular session, starting at 10 a.m. inside the Auxiliary Courtroom, 2700 Johnson Street in Greenville. The commissioners also expect to hear from Greenville Board of Development/Economic Development Corporation (EDC) President Greg Sims about a “industrial business incentive tool”, which will be used as part of the proposal for Project Sprocket.

When reached Friday, Sims said he is still bound by a confidentiality agreement with the company and could not disclose exactly what “Project Sprocket” is, but indicated details may be made public during Tuesday’s meeting.

“It is a good deal though, a good thing,” Sims said.

Sprocket has been one of multiple economic development prospects which have been discussed by government entities — most recently the Board of Development on March 28 — in executive sessions under  Texas Government Code Section 551.087: (1), which allows for “Discussion or deliberation regarding commercial or financial information that the governmental body has received from a business prospect that the governmental Body seeks to have locate, stay, or expand in or near the territory of the governmental body is conducting development negotiations; (2) Deliberate the offer of a financial or other incentive to a business prospect.”

The commissioners are also set to meet and discuss the project under the same section Tuesday, as well as under Texas Government Code Section 551.087, which allows for “Discussion or deliberation regarding commercial or financial information that the government body has received from a business prospect that the government body seeks to have locate, stay, or expand in or near territory of the government body and with which the government body is conducting economic, development negotiations; and (2) Deliberation of the offer of a financial or other incentive to a business prospect.”

Should the commissioners take any action on Project Sprocket, they would return to open session in order to do so.
